MOTA Purpose

Purpose: With passage of SB896/HB1425, the Maryland General Assembly established Minority Outreach and Technical Assistance (MOTA) as a part of the Statewide Public Health Component of the Cigarette Restitution Fund Program (CRFP). Under the legislation, the Department of Health and Mental Hygiene was directed to provide this outreach and technical assistance to African American and other minority communities "for the purpose of organizing their effective participation in CRFP."  Minority participation in local community health coalitions is intended to enhance the efforts of local health departments to decrease the incidence of cancer and cancer deaths and the prevention and control of tobacco use in minority communities throughout the State.

Status: Beginning with 2004, grants were awarded on a county basis, focusing on those counties with the highest proportion of minorities. As of July 1, 2007 the Department of Health and Mental Hygiene (DHMH) Cigarette Restitution Fund Program (CRFP) and MOTA has entered into grant agreements with thirteen (13) community-based organizations to provide minority outreach and technical assistance through the CRFP program.

MOTA Mission

The Mission of the Minority Outreach and Technical Assistance Program is to facilitate the development of the CRFP in ways that ensure reduction in smoking and control of cancer among minorities in Maryland.


Effective July 10, 2009, the Round II Minority Outreach and Technical Assistance (MOTA) Request For Funding Application is withdrawn.
